In the year 1971, San Francisco faces the terror of a maniac known as Scorpio- who snipes at innocent victims and demands ransom through notes left at the scene of the crime. Inspector Harry Callahan (known as Dirty Harry by his peers through his reputation handling of homicidal cases) is assigned to the case along with his newest partner Inspector Chico Gonzalez to track down Scorpio and stop him. Using humiliation and cat and mouse type of games against Callahan, Scorpio is put to the test with the cop with a dirty attitude.
Labor racketeer Carmine Ricca is acquitted of a multiple murder on a technicality, but after leaving the courthouse amid a sea of reporters and a mob of angry demonstrators, he is driven away - and some time later that day is found shot to death with his driver, lawyer, and a bodyguard. Inspector Harry Callahan and his new partner Earlington "Early" Smith drive by but are asked to leave by Callahan's boss Lt. Neil Briggs, who had Harry and Early transferred out of Homicide to Stakeout because he despises Harry's methods. Another mob figure is gunned down in his pool with a large gathering of guests, but it not until the killing of a known pimp - and after Harry has foiled a plane hijacking and liquor store holdup - that Harry and Early are reassigned to Homicide to head the investigation of these killings. Harry soon clashes with Briggs over the police's primary suspect, Frank Palancio - a clash that becomes hotter when a Palancio associate and a uniformed traffic officer are shot to death, and a subsequent raid on Palancio explodes in a firefight - a raid that Harry finds was a setup by the real killers.
Picking up three years after the events in Magnum Force, a threatening terrorist group called, The People's Revolutionary Strike Force declare war to the city of San Francisco and demand a ransom to be paid, otherwise they plan to blow the city apart. After Harry's arrest of a gambling kingpin results in a conviction for murder, a group of thugs shoot up Harry's car and try to kill him. Harry overpowers them and is paired with a new partner, Insp. Al Quan (Evan Kim). Within days of this assignment Harry and Al find themselves working on a mysterious death of a rock star, who was on location filming a movie directed by Peter Swan (Liam Neeson). After one of Swan's crew is killed in a Chinatown robbery that is foiled by Al & Harry, Al discovers a list of celebrities on the dead man that includes the dead rock star and one Inspector Harry Callahan. They soon discover that this is part of a strange game called the Dead Pool, and it isn't long before other people on the list turn up dead...and someone starts making attempts on Harry's life...
